I think it's necessary to remember why Historia was installed as queen. The military knows they need popular support for the new government, which is why Erwin wanted Historia made queen as part of the coup. She's of the right ancestral bloodline, and she is on the side of the Survey Corps. Even if the military has the real power, Historia is the figurehead that the people believe in. Without Historia, the military loses its symbol of leadership.
If it was absolutely necessary I could see them sacrificing her, and Eren can too, which is why he shuts up, but it's not something that would be done lightly. Considering how Pixis talked about the unbroken lineage of the Fritz family and how important that is to the population within the Walls, I imagine the military would avoid it if at all possible, especially if she has yet to bear an heir.
Zackly can be a sick man, but he's not the de facto ruler of the Walls so he couldn't turn Historia on a whim. Remember he wanted to show off the government minister he'd been torturing and he was quickly vetoed by Pixis in a room with Erwin and Levi. As a result, no display happened. The government likely operates as some sort of council now, with several heads of the military serving a role. Transforming Historia would probably need a majority of them to agree, which means that the need would have to be great.
What I think would be fun, if Annie was to get eaten by anyone, would be if Sasha showed up with the Female Titan powers. She hasn't gotten much character development in a long time and comic relief only goes so far. This would give her something interesting to do.

It makes me thing about other arcs we might have later into the chapters. We know Armin and Eren will be odds, but we could see another power struggle again: the Walldian Titan shifters, Survey Corps, and Histroia vs Zackley and the rich. Well we already had the Uprising Arc show politics but still, we might see more struggles on the issue. I mean its Paradis vs The World.
Maybe Zackley ordered Eren to attack or he would be killed or eaten? Maybe Zackley is the enemy.
And Magath is trying to become Marley's new Helos. I think he was BAD all along, making him the anatagonist for now.
Helos isn't he the statue hero of Marley?

However this chapter once again underlines one of Isayama biggest faults...Logic don't apply to the main characters, The Attack Titan's spine had hole in it but the thing is still standing yet when the Armored Titan gets a cut behind his knee he falls like a bitch.
i don't think Udo is definitely dead, there's a chance, albeit slim. Zo is definitely gone, which is a tragedy.
I thought so... WHT won't go down like that. That would seem like Rize's apparent death in Tokyo Ghoul (got rekt by pipes). WHT is probably the most powerful titan. I think even modern weapons won't beat him, he would summon a friggin' SHIELD!!!! Even more - A sword!!! or even a BAZOOKA!

Overall, I'm glad Willy ended up being a red herring. Looking back at his story, his charisma left more of a mark on both Marley (and the readers) than if he was indeed the War Hammer Titan. Revealing the truth regarding Helos, Fritz and the Tybur family would probably have been brushed aside as rubbish if it was done by someone else besides Willy; he had an air about him that made it honest and more believable.
I also hope we get to see more with Pieck and her panzer unit. Due to the camaraderie between them, it seems fairly certain that one of the members of the unit will be selected to be the next Cart Titan. Pieck only has two years left like Reiner, and they need to start looking for the next inheritor. Who else would be a better pick than someone who has been a member of the crew?
