[[Kuklo]] is introduced to the Industrial City after being rescued by [[Jorge Pikale]]. [[Sharle Inocencio|Sharle]] spots them and offers them shelter at a workshop, where they meet [[Xenophon Harkimo]] and learn about the [[Vertical maneuvering equipment (Before the Fall Manga)|device]].{{ref|bf = 13}} The following day, Jorge announces that he would like to show Kuklo and [[Cardina Baumeister|Cardina]] [[Iron bamboo (Before the Fall Manga)|iron bamboo]].{{ref|bf = 16}} Jorge tells a story about the [[Survey Corps (Before the Fall Manga)|Survey Corps]]' first capture of a Titan fifteen years ago, and the sacrifices made.{{ref|bf = 17}}{{ref|bf = 18}} Jorge concludes his story. The Industrial City is under attack by the Dissidence Movement as a way to attack the government due to the importance of the city, hoping to bring the government to negotiate. [[Gloria Bernhart]], who knew the dissidence plot, gather 80% of the entire Military Police Brigade to suppress and destroy the dissidence movement. After killing nearly all the dissidence and capturing the ringleader, Captain Dafner is ousted from his position and replaced by Bernhart as acting captain of the Industrial City.
