I'm hoping to see more of the Marley leadership, other than Magath. Surely a country as powerful as Marley would have some sort of government body/council. Even the Paradis government has an assembly (which we are seeing in Season 3 right now).

No doubt that Marley has a council of sorts. However, it is probably in shambles after Erens' attack at the festival.
Now that tyburs are also eldians, we really needed to know more of key people of marley-born/pure marleyan behind the government instead of an eldian ashamed of their ancestor's sins
We probably would, if we were going to spend more time in Marley, but I suspect the next leg of the story is going to see Marley invading Paradis. In that case the only character who is really going to matter is Magath, now that he's become head of the military (since Willy arranged for all his superiors to be killed by Eren). Presumably Magath has a boss somewhere either a Tybur or a Marleyan puppet leader, but he's probably going to become the face of the Marleyan leadership as far as the readers are concerned.

This is an interesting question, since we know that the Tyburs were the shadow rulers, but it seems Eren might have wiped them out (or at least killed Willy and took the tybur titan), so it's likely that they have a new ruler, possibly Magath.
I had some issues with the initial Marley arc. It was mostly great, but you're telling me that it was that small family of Tyburs, mainly Willy and Lady Tybur that were running the whole show?
Willy himself said that Marley was the one that wanted to be war mongers, that the Tyburs just allowed it. Well then how are they the rulers though? Who's the ones makig the decisions? Is it military rule like Eldia? Or do they have a president, or king? Prime minister? A senate?
And it's enough for Willy to say, "Magath, you're in charge of Marley now." If the Marleyan people don't even know who really rules them, how can Magath just take control based on what Willy decides?
Willy and the Tybur family seemed to be the Kingmakers of the country of Marely.
However they seem to choose whatever leader they seem pleased with as long it doesn't affect them to a degree.
I wish Marley was governed by a different system of government than Eldia, I don't know, I feel it would make an interesting difference in both nations. While it would be great if it were a republic, I say, it would be curious how it is that such a cruel and militaristic government in the end was led by someone elected by the people.
I feel that a parliamentary monarchy would have its own. They already know parliamentary monarchies like the English empire or the German empire.
And then, regarding how Willy remains in power, since it is most likely that since the Tybur Warhammer took control of the Eldian empire, his descendants had secured their position of power.
And it is not necessary that the people know who governs it so that Willy can declare Magath as the new boss, it is only necessary that he have power and that's it.
