      There is no ninth Shifter. There are only 9 Titan Powers.

      Coordinate power which is inside Eren

      the Attack Titan also Eren (two powers inside Eren)

      Colossal Titan which is Armin currently, formerly Bertholdht.

      Armored Titan is still Reiner although seems to be changing soon as he has two years left.

      Female Titan is still Annie (when will she get out of that crystal?)

      Beast Titan is Zeke although that seems to be changing soon as he only has a year left.

      Jaw Titan which was Marcel, then Ymir, and now Galliard

      Cart Titan which is Peck

      The ninth shifter exists, but it's still unrevealed (unless the Ackerman theory is true or something else). There are 9 titan powers overall and you named 8 of them (Coordinate, Attack, Colossal, Armored, Female, Beast, Cartman and Jaws), still one missing.

      Aren't all nine shifters accounted for? Galiard has two powers now, Pieck has one, Armin has one, Eren has two, Reiner has one, Zeke has one, and Annie has the other. That's all nine powers

      As far as we know, Galliard doesn't have two powers. He wasn't already a shifter when he ate Ymir, unlike Grisha when he ate Frieda.

      I would like to add one more option to my poll:

      - Eren has three titan powers within him

      No. Marley controlled 7 Titans at the time of Grisha's imprisonment. This means that the Owl, who had the Attack Titan, is not one of those 7 titans. They didn't even know he was an Eldian. In order for Eren to have three shifter powers, the Owl would have had to consume one of the 7 titans that Marley had control over, since the Founding Titan was obviously on Paradis. 

      The math just doesn't work. It's not an option. 

      The other thing is...we have to remember that the Titans themselves are a mechanism of power. 2 Titan shifters are better than one shifter with two powers. The moment one shifter consumes another, you are actually foreitting either 1) having two titans or 2) being able to hand the power you currently have down to another person. As far as we know right now, there is no way to seperate the Attack Titan from the Founding Titan EXCEPT by letting the person die of natural causes and have those shifting powers seperate in to two random children.

      That's why it makes no sense for Galliard to have two Titans. Marley would be rolling dice that they do not want to roll. In the same way, if the Owl wanted to further the restoration, he would be better off capturing that 2nd power for his cause rather than consuming it himself.
